For getting started with the Empire in Star Wars Legion, either the Star Wars Legion Core Set or the Blizzard Force Battleforce Box will be a great entry point.

  The best place to start a Separatist army is probably the Separatist Invasion Battleforce box, but since that one is tough to find sometimes, another great place to start would be the Star Wars Legion Clone Wars Core Set.
